Even if it is "just for a bit" to pass stopped traffic and make a turn. Your dumbass self ends up at fault in a completely avoidable accident.

If I am not mistaking in Ontario the car turning left would be at fault or it would be split even though the other car was on the wrong side of the road. Something about always paying attention to your surroundings.

In the United States, to the best of my knowledge, it would be the driver on the wrong side of the road who is at fault, because the other driver cannot be held responsible, legally, for not seeing a car approaching on the wrong side, esp. with a line of stopped traffic. If it were a center turn lane, that would be different, but I don't see how a court could fault the other driver at all.

They teach you to look left when entering a turning lane, especially if it's lined like that. The driver of the car on the right could have simply looked in his mirror. Although the driver of the toyota passed a bit quickly his behaviour was not unreasonable.

He crossed two sets of double yellow lines and drove in the oncoming lane. Unreasonable or not, it is very much ticket-able.

It is. Don't do it around cops. Truth be told man, everyday I wait several (4 or 5) lights for the "straight" through traffic to be out of my way so I can turn left. Just pass when reasonable, and do it slowly, and you'll be fine.

I've done it before too, but if you cause an accident while doing it (especially going that fast) be prepared to be stuck with the bill.
